改革开放30年，温州发展经历了艰苦卓绝的第一次创业和卓有成效的第二次创业，实现了由贫穷到温饱再到总体小康的历史性跨越。站在这个新的历史起点上，温州市第十次党代会提出温州将要实现从总体小康到全面小康的第三次跨越。

    For 30 years of reform and opening-up to the outside world, Wenzhou have experienced the extremely hard and bitter First Pioneering and the highly successful Second Pioneering, making the historical leap from poverty to having adequate food and clothing and again to leading a well-off life. Setting out from the new historical starting point, the Tenth Congress of the Municipal Committee of the CPC put forward the objective of the “Third Leap-forward of Wenzhou” from leading a general well-off life to an all-round well-off life.

　　 温州市国民经济和社会发展第十一个五年（2006—2010年），将全力建设“三个温州“，实施“五大工程”，强化“五大支撑”，充分发挥民营经济的主体作用、提前基本实现现代化。到2010年全市基本建成全面小康社会，生产总值年均增长12%以上；城市化进一步推进，构筑温州都市经济圈，民营经济发展继续保持全国领先地位，成为中国民营经济的先行示范区；社会和谐进一步增进，建设社会主义新农村，加快建设文化大市和科技、教育、卫生、体育“四个强市”。
　　 The Eleventh Five-Year Plan (2006-2010) for the national economy and social development of Wenzhou aims to construct “Three Wenzhous” with all efforts, carry out “Five Projects” and enforce “Five Supports”, bringing the dominant role of non-public sectors into full play and accomplishing modernization in the main ahead of time. By 2010, the city will have basically built the well-off society in all-round way, with the average annual GDP growth rate of over 12%. The urbanization will have further expanded, forming the metropolitan economic circle of Wenzhou. The non-public sectors will still have maintained a leading position in the country, making the city an advanced model district of non-public sectors in China. The society will have been more harmonious, by constructing new socialist rural areas and speeding up the development of Wenzhou into a culturally-advanced city and a city that is strong in technology, education, health and sports.
