◎法律服务 Legal Service
    全市有46个律师机构、各级人民调节机构、市县两极公证机构，设立法律援助中心和“148”法律援助热线。
    The city has 46 lawyer’s offices in addition to people’s mediation institutions at all levels and the notary offices at the county and municipal levels. It also has a legal assistance center and a hotline “148” for legal assistance.

◎社区服务 Community Service
    全市已有国家级文明社区1个，省级文明社区37个，星级文明社区160个，城区文明社区创建面达100%。社区建立和完善医疗站、警务室、阅览室、文体活动室等社区服务设施，设立群众求助热线，实行“10分钟服务圈”。
    The city has 1 state-level, 37 provincial-level and 160 municipal-level civilized communities, with 100 percent of communities of the city proper involved in the program of building civilized communities. Community services like medical stations, police affairs offices, reading rooms and recreation and sports centers have been established. A public assistance line and a “10-minute service sphere” system are opened.

◎基本养老保险 Basic Endowment Insurance
     2007年，温州市制定出台《关于完善企业职工基本养老保险制度的实施办法》。截至2006年底，全市参加基本养老保险达124.77万人，企业基本养老保险基金支出21.61亿元；有21.89万人享受养老保险待遇，月人均养老金达1033元，其中企业人均964元。
     In 2007, Wenzhou promulgated the “Implementing Measures Concerning the Improvement of the Basic Endowment Insurance System of the Enterprises Staff and Workers”. By the end of 2006, 1.2477 million employees had joined the basic pension program, with a distributed enterprise basic pension fund of 2.161 billion yuan. 218.9 thousand people enjoyed endowment insurance, with the monthly per capita pension of 1,033 yuan, including 964 yuan for staff and workers in the enterprises.

◎基本医疗保险 Basic Medical Insurance
    截至2006年底，全市参加基本医疗保险有62.98万人，其中在职人员47.11万人，离退休人员15.87万人；收缴基本医疗保险基金8.37亿元，支出基本医疗保险基金6.23亿元。
    By the end of 2006, 629,800 people, including 471,100 employees and 158,700 retired workers and veteran cadres, took part in the basic medical insurance program, with a levied pooling fund of 837 million yuan and 623 million yuan paid in indemnity.

◎工伤保险 Industrial Injury Insurance
    截至2006年底，全市共有56.28万人参加工伤保险，比上年末净增10.94万人，收缴工伤保险基金4535万元，支付工伤保险基金2335万元。
    By the end of 2006, a total of 562.8 thousand staff and workers were covered by industrial injury insurance, a net increase of 109.4 thousand people over the year-end figure of 2005. Collected yearly insurance reached 45.35 million yuan and 23.35 million yuan was paid in indemnity.

◎最低生活保障和慈善救助 Minimum Living Standard and Charity Aid
    截至2006年底，全市城乡居民享受生活保障人数11.76万人，发放保障资金9146万元。民政部门接受社会各界捐赠款物7761万元。市慈善总会募款4256万元，支出救助金3312万元。
    By the end of 2006, 117,600 urban and rural residents benefited from the city’s fund for ensuring a minimum living standard, with a distributed fund of 91.46 million yuan fro all social circles. The Municipal Charity Fund raised money of 42.56 million yuan and spent 33.12 million yuan on relief. .
